'99 V6 Power Steering removal - 1 bolt I can't get off

So I've gotten everything off but 1 thing. The three mounting bolts, pulley, bottom hose, and electrical connector are all off. I can't figure out the top bolt - the pressure side union bolt. My combination wrench fits on top and bottom fine - but I can't figure out what part (above or below the union bolt) is supposed to twist and in what direction.

On top of the union bolt where the electrical connector is there is the brass-colored fitting, then the union fitting, then a hex fitting under that. I can't figure out where the wrench should go and what way loosens it.

Please help if you can - Im going nuts trying to figure this out.
