Coolant temp issue

I have a 1993 V6 Camry. Since I got it, the coolant temp gauge only goes up to about 40% on the gauge . The heat blows lukewarm, and the car is always at fast idle (around 950RPM)

I replaced the thermostat and still have exactly the same problem.

What should I check next? The temp stays pegged at 40% once it warms up.

Well 40 percent is normal temperature. As for the high idle try adjusting your throttle position screw near the the throttle body or try spraying starting fluid over the intake areas to see if it revs while its running. If it does then it has a vaccum leak.
