92 Camry 2.2L won't start!

Hey guys, recently my car straight up died. It was sitting in the garage, and I was late to school and I tried turning the key and it whined and didn't want to turn completely.

After much debate on what was wrong, brought in a friend mechanic, he basically told me the engine's flooded and the battery is low. He hooked up the battery to our other car, and told us to push it to the floor, 2 minutes later and a smokey garage it turned.

We let it sit there for 2 days untouched, after trying it again, it won't even whine, struggle or crank anymore. NO SOUND WHAT SO EVER.

We got a new battery, changed spark plugs, and bought a used start for $30 just to see if it was the starter.

Have you tested the battery to make sure voltage is still OK, and something isn't draining it down?

What happens if you run a jumper down to the starter from the + post of the battery? Does the starter crank over then?
