Replaced PS/Alt Belt several months ago, still noisy

To begin with, the PS belt wasn't changed for over a year and a half. When last winter came, when I'd start it up cold, it would make this God awful screeching noise like it was loose. Well, I got sick of the noise and ended up changing both the PS belt and the Alt belt because it was torn in a few places. I know the PS belt was the culprit for the noise and even after being replaced, it still makes a shorter screech noise when it's started cold in cold weather.

Is it possible the PS belt stretched?

In warm weather, that particular side of the engine where the belts go is noisy, like a belt is loose but both are tight...

Yes, it's possible. Most belts will stretch out a bit after running a few hundred miles. The aftermarket belts are more prone to this then the Toyota OEM belts, but I have found that both will do it. Recheck the tension on both belts and retighten as necessary.
