4th Generation camry rust spot

Ok so I was washing off my car and noticed a chip in the paint the size of a dime and that rust was starting to form, I went to the body shop that had just fixed my car to see how much they wanted to paint it, they said about 500$ to repaint my entire door and the front fender. out of the question. he said they use a product called ospho to remove the rust and I was thinking about paint scratch for a clearcoat,base and primer but I was wondering if anybody could suggest a better idea.
I took some pics














when my mom gets home I'll take some better pics wither her iphone.
as far as the paint goes could anybody tell me what I would need to do? as far as tools and whether I would need a primer? or just basecoat and clear coat? and if anybody would recoommend a different rust remover

If the rust is on the surface, then sand away the rust, then paint with primer.

Leave it alone for a night. Next day put a small coat of touch up paint on it.
Add additional coats every 10 minutes or so.

If it is through the metal unfortunately that is just going to continue.
It looks like it might be surface and someone tried to touch it up before without primer.

^ +1. Sand it down, PRIME IT, then paint it. It's gonna take a while. Duplicolor offers touch up kits for this kinda thing. Look up your paint code on toyotareference.com and then order a kit from somewhere like autobarn.com
