Help me TN, I have this evap P0446 problem. and need to beat tickets.

I went to the DMV to get my registration renewed.
After waiting like God forever and getting punched in the nuts by a baby who was running around (who's mom carelessly let the monster loose as she was talking on the phone), they call my #.
So I pay like $150 (cough! srsly?) they tell me, " you need a smog test muaaahahhaha", and I was like :|.

And so then i took it to a smog test only shop, and they're like "gimma $50 bux an' then pay $8 dolla for the certa-fa-cate '??
So, I was like no way :|.

and then I went to another local shop, and he's like 'dude, your check engine light (P0446) is on, you ought to fix it or else its going to fail.'
So I am now >:-|

So I did some research and then went to a work shop, and the biggest mexican guy I have ever seen behind the counter tells me 'gimme $400 bucks, an' i'll do yerr jerrbb...'

So Im now at a coffeeshop sad with TN
(oh and the girl at the counter is sooooooooooo hottt. sigh! boner. fap.)

I have been having my check engine light come on and off like a Christmas light for some time now. Its always been same prob. P0446 EVAP which I knew for a while. I have been posting my progress with this problem here for sometime (and later gave up around mid Feb), I also did a lot of reading. It started like Dec of last yr. I changed my vaccuum control hose, and pump. I checked all hoses. I bought new fuel caps (*2). I re-secured the fuel tank lid, I checked and tightened the fuel tank, I changed motor mounts (which the f-ing toyota told me coz I didn have a code reader. sigh!), changed the EGR valve, sigh!! I don't know what to do anymore. I got two tickets already for expired tags by this same sonaofbitch officer who now hunts for my car without fail everyday. (I saw him through the window one morning getting disappointed when I waited for him to go by when I started leaving my car in my appt. driveway where he can't ticket me, which is always not possible.)

I think I need to go under my car and remove that charcoal cannister, and do that blow test through the vents and what not or something. and see if it is clogged of sommin. I dunno *

Hey TN, Can you please help me? I know there is a thread here somewhere on how to remove/inspect/clean your charcoal cannister. I can't find it. (i did the search).
Also any advise ya'll got is highly appreciated. help me TN.

I'll teach 'em all a lesson. I'll fix 'em myself (sigh! I guess). I really don;t have like $400 . Can ya'll tell me, help me? :/

Same thing happened to me. Got a replacement at a junk yard. Two bolts and a lot of fiddling and the old one comes out. Getting the new one back in is a PITA but not that bad.

The junk yard one only cost $70.00 and it came with the VSV and the other switch thingie. I watched the guy cut it out of a car almost exactly like mine. He cut all the hoses unscrewed the bolts, wrestled it out and gave it to me. Kinda like the Aztec's used to do.

Take that cop to court, was this SDPD, or was this a CHP officer? (lol, I know CHP is California HIGHWAY patrol, but you never know) I hate the SDPD with a passion. When I first started traveling there (I'm there at least 5-6 times a year ) I would always ask them for directions and they were the biggest mofos... They always gave me attitude... Seriously!!
