1996 camry power door locks

I have a 1996 camry 4 cyl. The driver side door lock will not lock the doors by key or button. You can unlock by key but can't lock by key(won't turn) or button. If you hit the door lock button the doors just automatically unlock. With the door open the door chimes as if the keys were in the ignition. Also you can lock and unlock the doors on the passenger side by key only. Like the driver side the door lock button just unlocks automatically. Could it be the door lock actuator?

Electrical issues AND mechanical issues! If you can't turn your key... something is wrong with the lock cylinder itself. The car chiming when you have the door open is odd too. That's definitely something electrical. I don't even know where to start on this one.
