4th Generation Check engine Light and upgrade question

I have a 1997 Camry 2.2L Japan made.

My question is, is it really normal that check engine light and headlight sign won't disappear until you start the engine?

Why the seat belt sign disappear even I'm not wearing my seatbelt?

I'm planning to have some minor upgrade for my camry, what do I need to upgrade first new 17" rim and tire , new shock and lowering spring? Or do I need to get them both at the same time (rims,tires,shock and spring)?

The check engine light and headlight light should stay on when the key is in the ON position with the ENGINE OFF. They take a few seconds to clear after you turn the engine on too. Completely normal.

The seatbelt light shouldn't turn off until you buckle the seatbelt. Unless philippine spec camrys are different... That being said, PLEASE wear your seatbelt. It saved my life sliding into a guard rail going a measly 40mph.



Shocks and springs should be done together. Tires and wheels are usually done at the same time. IMO, if you're upgrading your shocks and putting in lowering springs, do this BEFORE wheels/tires.

I don't think we have a different specs here in the Philippines. Any idea how to fix this?
