Won't start, shifter loose.

Car won't start unless i pull the shifter down towards, the end of play of (P), (R).When I mean start, it won't click at all, lights do dim though. Is it an electrical problem or cable?, how do resolve it. I used the search function btw, a celica owner had the same issue, no one answered his plight.

EDIT: did a little more research, I believe it's the neutral safety switch! Can it be cleaned/fixed or does it need to be replaced? How do I gain access to it?

the end link on the shifter cable prolly rotted out, look on the front side of your trans and see where the cable connects
