It runs on compressed natural gas(CNG), so neither. It has a gasoline engine that's been modified to run on CNG.

CNG is compressed natural gas. This was a fleet vehicle most likely because CNG fuel stations aren't common and some are not publicly accessible. It is similar to what you Aussies call gas or LPG. LPG and CNG cannot be directly substituted for each other for most applications because a LPG has 2-3 times as much energy compared to the same amount of natural gas.

This was a California car judging by the HOV lane stickers that were removed.

LPG != CNG

LPG is mostly propane, butane, or combination of the two. CNG is mostly methane.
