the only way i know is to take regular 19mm (3/4'' will do as well) wrench and use it as a supporting wrench on bigger nut (part of filter body on both top and bottom), then you take a smaller size flare nut wrench (15mm or 17mm don't remember) and put it on the nut you trying to loosen. the trick is to grab both wrenches with one hand and squeeze them together (nut will loosen counterclockwise keep in mind, so you don't tighten it), since supporting wrench won't budge it will give you the leverage necessary to turn the smaller nut. it's easy and safe this way, you won't have to worry about twisting the fuel lines.
if it still won't move then try spraying the fitting nuts with PB blaster or WD-40 and wait a few minutes before trying to loosen.
