I have a 1999 Toyota Camry that is in fairly good shape. It has about 175k miles on and I'm not sure if I should just save my money for a new car or add a few things to the current car to make it last.
It probably could use a paint job, a wax, a new bumper. What are some other mods that are fairly cheap?

You're going to easily pay $2,000+ for a quality paint job. Not what I'd call cheap. :S
Take a look at mine. It's a 99 with 211k miles and still going strong. Only reason why is because I put money into it. Replace all your belts, water pump, timing belt, thermostat, valve cover gasket(if it's leaking), and new rad hoses before you try to do mods on it. No sense in putting money into a car if you're not sure it's going to keep moving.
Once you do that, start off with NGK Iridium plugs, look around for an intake that will allow you to plug your vac hoses into it, and maybe a front strut stabilizer bar. Those are cheap, but will improve mileage and performance.
Toyota's will never die if you put a little money into them. Eventually you'll have to replace almost everything that wears like the suspension, control arm, sway bar links, ball joints, exhaust, and what not... but there are some seriously high mileage vehicles out there that have only taken a little money to maintain. Toyota's are one of those manufacturers.

Cheapest mod I did was some eBay HID that blinds everybody 24-7.
Fixed.

i wouldnt do a paint job if i were you they are expensive if there not you dont want it llol i would do an all engine tune up like replacing your spark plugs with iridium ix, check the spark plug wires, replace the distributor cap, clean your fuel injectors, replace your pvc valve, fuel filter, check fluids and top off or replace, replace your air filter if needed, check belts that kind of stuff will keep your car running an really doesn't cost that much money
I also wanted to get my car re-tinted....it's bubbling. Anything else?
Theres no distributor cap, and just get yourself a 5$ bottle of fuel injector cleaner. Injectors in general dont need anything more.
If you dont know if the timing belt and water pump have been done you might wanna add those to the list. Everything else on that list is a simple diy you could probably do yourself and save some cash.

Good paint jobs are never cheap...
I would first focus on making sure the car is in perfect mechanical shape before anything else: spark plugs, belts, hoses, water pump, seals, suspension and components, etc... Bring the car back to life mechanically and work from there Just curious, is it a V6?
