Topics of discussion range from fuel economy, safety, modifications, performance all involving America's favorite family car, the Toyota Camry.
Well, sorry, seems to me I didn't provide all details. I have a gen3.5 wagon. It has a cracked front bumper cover. I found a gen3 front bumper cover and asking how hard is to modify it to put it on gen3.5 wagon. I'm not going to replace headlights and grill, I want to keep gen3.5 ones.

I know. (looks like my language skills are pretty bad ) BUT! The question is: can I install a bumper from gen3 to GEN3.5 w/o replacing headlights and grill?

The gen3 cover would need to be trimmed to clear the "points" on the headlights, and then there would be a large gap under the grille. Why not just get a gen3.5 cover?

funny, i literally replaced the the front bumper cover of my car two days ago. others have pretty much answered your question.
i did want to add something i learned in my search - make sure the cover is OEM and not aftermarket. i unknowingly bought an aftermarket one from a junkyard and it didnt fit. the inside metal braces didnt transfer over well and when i went to install, the points that connect to the fenders were way off. this bumper was made of pretty rigid black plastic. OEM is pretty flexible yellow plastic. look inside to check before tossing down some money.

You can put it on there no problem. I've got gen 3.5 headlights and grill on my gen 3 with the stock bumper. Here's my walk through so you can see how it will look.
There's no cutting necessary, it does not need to be trimmed as stated above. If you really didn't like the gap under the grill (which is the only difference) and you don't like the black weatherstrip thing I went with, you can paint the weatherstrip to match. Then most people wouldn't be able to tell the difference.
