1999 Camry Door lock issue

Hello to all as I am new to this forum but not Toyotas. My father in law just gave my son (a new driver) his 1999 Camry XLE. Nice shape 60K miles. Has been in Florida for the last 4 years. For a while now the drivers door lock would not respond to the power lock switch. I did some limited diagnostics and this is what I found:
The inside switch as well as the outdise key lock both lock and unlock the other 3 doors.
The drivers door only responds to the key on the outside and manual operation in the inside.
I took the panel off not knowing that the actuator and lock mechanism are buried. I put my hand on the actuator and used the switch to lock and unlock the door. I felt it click and vibrate ASSUMING it is working. The rods seem to all be connected. I even bought a new actuator but for the life of me I cant figure out how to get it in there. ( I have a PDF of the whole service manual and it does not tell HOW to replace the actuator.)
Also I noticed when I took the door panel off and replaced it the door handle trim did not sit flush with the door towards the front of the door, also baffleling me. The tab of the trim was inserted into the notch in the black plastic that the handle is attached to. Still not flush.

Any suggestions will be very much appreciated!

Here is a link to a prior thread about removing the door lock. My 99 Camry opens with the key but doesn't want to lock all the way from the inside when hitting the power switch. I have to hit my 3-4 times before it shuts all the way. Was going to work on replacing the actuator or other parts later on here in a few weeks.
