If you clean the IAC on the vehicle, you'll naturally remove any of the lubricating grease the IAC needs to function correctly.
Remove the TB then remove the IAC (get new gaskets for both). Clean the IAC and use a lithium soap based grease (lithium based moly works fine) on the one moving part of the IAC to ensure smooth movement. It's basically just a rotary "window shutter" type valve. Make sure it has a good coating on the surface. It should be nearly closed.
I should warn you though, the Philips head screws on the IAC may strip. It's really important that you use the right sized Philips driver. I believe it's a #2. I used my battery powered, reversible drill to apply immediate torque, then I unscrewed them by hand. I also tightened them by hand as well.
