low idle mystery

On a 1999 camry V6.
On cold starts the car starts and idles just the way it supposed to. Fast at first then down to about 650 and smooth as silk. However, sometimes on warm starts it fires up and idles at 300 rpm or so, until you drive a little bit and then the idle returns to normal.
Cleaned the IAC, TB and the MAF. No change. Could this be the ERG is plugged.........or what else should I consider????

Ive seen something similar with a sticky IAC. You night wanna pull it and thoroughly clean it again.

Check for any loose or cracked hoses.

If you clean the IAC on the vehicle, you'll naturally remove any of the lubricating grease the IAC needs to function correctly.

Remove the TB then remove the IAC (get new gaskets for both). Clean the IAC and use a lithium soap based grease (lithium based moly works fine) on the one moving part of the IAC to ensure smooth movement. It's basically just a rotary "window shutter" type valve. Make sure it has a good coating on the surface. It should be nearly closed.

I should warn you though, the Philips head screws on the IAC may strip. It's really important that you use the right sized Philips driver. I believe it's a #2. I used my battery powered, reversible drill to apply immediate torque, then I unscrewed them by hand. I also tightened them by hand as well.

This seems to be pointing to the IAC which I cleaned while attached to the TB. Maybe it's time to remove the TB and clean and lube.

it kind of happened on my 97 LE as well (4 cyl)
but currently, even cold start, it still won't hold idle. have to pass the gas and keep it for a while.

I cleaned the IAC but didn't work. My guess is it is too bad and spraying cleaner is not going to help. I am thinking about taking it out and replace it with a new one. I am not good at working on car so I still didn't get to it yet.
