How much transmission fluid is needed for camry V6 (97 - 01)

Does anyone know how much trans fluid is needed for 1997 - 2001 V6 camry?
I am having the problem with the transmission fluid level. My car is 99 camry v6. I changed the trans fluid according to the mark on dipstick, but the transmission seems not correct, I can feel the transmission stuck and acceleration is slow.
In my user manual, it says the drain and refill should take 4.75 liter trans fluid, but after I did that, the fluid level is much higher than max hot level on the stick. I asked so many people and technicians, but still can not get a clear answer. Most people say the dipstick is correct, you should add the fluid based on it, but it seems nobody cares about the total amount, even everyone knows it is hard to read the trans fluid level.

Does anyone changed trans fluid just based on this drain and refill amount?

Here is the detail spec copied from my user manual and repair manual:
The drain and refill is different from the dry fill, right?

I have a '97 V6 and last time I changed the transmission fluid it was almost 4 qt exactly. This included dropping the pan and changing the filter. I basically just measured how much I took out, and added that much back in of fresh oil.
