3rd Generation cylinder not firing; internal damage? or injector?

My mom took over my camry and i've been driving another car for a while. Well the camry has been idling really rough. First thing that came to my head was that it was running on 3 cylinders. I checked by pulling up the plug wires and testing them. Surely enough, the cylinder to the most left does not fire with the plugwire in or out. I found the bottom spark plug wire boot to have disentegrated parshly. The spark was going through the side of the plastic. The plastic had deformed/bubbled. Supposedly the spark plug was changed last week when we got a severe oil leak fixed, plus now i got new wires. That same cylinder does not fire. I see blue smoke coming out the rear. I fear the worst. Due to negligence; the car running with low oil, compression is gone and oil is seeping up the worn rings. Orr maybe it's just a bad/clogged injector? Help!!

does it have spark now?

Fuel is pretty easy to check for. Crank the car with all wires disconnected. Then remove the bad cylinder plug and see if you get a strong gas smell.

The cylinder could be dead but it should fire at least a bit.
