On my Camry 94 LE, the Driver Rear View Mirror can be moved in/out laterally or horizontally but cannot make the adjustment vertically i.e. up or down.
If it's manual then the cable linkage needs to be checked. If it's powered, then the motor may have gone bad, but you need to double check it's not the connection/switch by testing for voltage at the mirror as you press the switch.
I'm sure you can find cheaper, even painted ones on eBay.

He needs to be careful before buying a replacement. J vin versus 4 vin camry's have different mirrors. I'd check for any obvious breaks in the wiring first.

I bought an exact replacement mirror from an autowrecker and found that the problems persist i.e. mirror does not rotate up-down but does rotate left-right.
What should I be checking now? It does not seem to be the motor after all.
You have to check the switch and wiring to the mirror, as I mentioned in Msg #2.
You can do this by measuring for voltage at the connector near the mirror. Wires can break after years of flexing as you open/close the door, and switches can go bad.

I tried diagnosing the problem.. its pretty hard to really get in there and test it unless you're willing to cut open the harness.. I gave up and now I manually move it up and down if I need to. Good thing mostly I drive the car.
I have a multimeter. If I find there is not continuity in the wire, is it easy to replace the cable/wire?
Well, if you don't mind soldering and running/fishing new wires around. I haven't tried this repair myself, but I figure it would be okay difficulty wise if you took EVERYTHING apart.

By everything, he really means EVERYTHING. there's a bunch of wires that you'll have to diagnose.. it's going to take a few hours I'm guessing, which is more than I would use to simply fix up down motion when I can just adjust it manually instead.
