accelerator surging

My daughter recently purchased a 1999 Camry. It has a problem with the speedometer swinging wildly and the accelerator surging? I have not encountered this problem before.

By surging do you mean choking?

The surging occurs as if the accelerator was being depressed slightly, in other words speeding up, not choking.

The problem can only be at the throttle mechanisms including the throttle body, cable and pedal. It's not similar to what happened to the later Toyotas because the '99 Camry uses a cable to manually control the throttle. To narrow down the problem:

You can manually open or close the throttle in the engine bay. Check if it's not getting stuck or something.

If the throttle moves freely, you can check if there's something impeding the movement of the mechanical pedal from the inside.

If nothing's wrong with both the throttle and the mechanical pedal above, you might have to have the throttle pedal cable checked because if it's worn out it may cause variable tension between the pedal and the throttle body causing the surge. Wearing out the cable seldom happens but it really depends on different storage conditions and the general usage of the car.

1 more thingy, don't forget to check the Cruise Control box (open it), because accelerator cable going from pedal is connected to throttle linkage (fly wheel) by the Throttle Body through the Cruise Control box.

make sure the cable is not mechanically damaged (e.g. casing was rubbing against something and damaged casing is now catching the cable somewhere). also you can adjust throttle cable by removing slack (if any). it should show no more than 1mm of slack by the stopper (on the fly wheel).

trying to find a pic of that adjustment procedure in FSM so you know what i'm talking about...
