By the way i do not think the problem is belt, some one told me the problem is ECU
How did they come up with that analysis?
You haven't given us enough information. Is the AC clutch engaging? What did the sight glass look like? Are there any noises coming from the compressor?

i changed the compressor with new one(toyota original part)
i changed the receiver dryer, MG/CL relay, expansion valve
by the way the belts are new

did it start flashing after you drove through a really big puddle, or the engine/underside of the car came into contact with a large amount of water? after driving through a really big area of standing water the a/c button started flashing in my gen 3.5. it eventually stopped flashing after i turned the a/c off, let it dry out a little then turned it back on. i have yet to have it happen in my 2001. i know thats not really any help, just trying to help you diagnose the problem.
my friend this is thermistor.i checked this as well.
if you see the image it is written ECM(or ECU) as i told you.

My A/C button is flashing, what should i do?
Other than the A/C light flashing, does the system work? Blinking A/C light usually shuts down the compressor and could indicate a problem with the RPM sensor in the compressor.
I have a 2000 5sfe and the A/C light flashes but the system works 100%.
HTZ30 hit it on the head. A flashing A/C light means the A/C amplifier detected slippage between the compressor and the crankshaft. Toyota A/C compressors have an RPM sensor for this very purpose. Problems causing this could be loose belt tension, water on the belt, an A/C compressor clutch not fully engaging, or the A/C compressor is turning much harder than it should. The A/C flashing light is an A/C failsafe system, so when the A/C amplifier detects slippage on the A/C compressor, it does shut down the A/C system to avoid the potential of further damage.
