Wink Ac light flashing!!!!!!!!!!!!!

camry 2002, 5sfe engine, 4 cyl
when i turn the ac on the ac button start flashing
but when the car is hot(the car temperature is in the middle) it works perfectly.

Other than checking the A/C belt tension there's not a lot you can do without test equipment and an understanding of the operation of the A/C system. As AliRazoR asks, you didn't tell us if you're getting proper cooling when the light blinks.

it is not getting cold when the ac is flashing(the compressor clutch will be off )

Possibles; low pressure, high pressure, low pressure switch, high pressure switch, clutch relay, clutch coil, clutch plate spacing, revolution counter, TXV valve, A/C amplifier.

My 95 starts flashing and quits blowing cold sometimes. My mechanic told me to swap out the ac relay in the fuse box under the hood?

Toyota A/C compressors have a speed sensor on them. When the A/C amplifier determines that the relative speed of the A/C compressor is not appropriate for the speed of the engine, it shuts down the A/C system (at least for awhile, depeding upon model and year) to avoid serious damage to a component. Potential causes for this type of problem is a loose belt, an old and glazed belt, a worn A/C clutch, an improper retrofit of an R-12 system to R-134a, or the A/C compressor bearings or internals failing.
