3rd Generation IAC Valve - question about adding filter

I've got 94 5FSE (AT; California) Camry Wagon with 200K+ miles.

I've had cold start problems in the past which I've always been able to resolve with Triflow in the IAC Valve inlet.

Now I'm having the same cold start problem and no amount of Triflow or TB cleaner has resolved it.

Also it's now idling too fast when warm (~1100-1200 RPM).

I'm thinking both may be due to the IAC valve.

I just disconnected the wiring and flooded the IAC valve inlet with Seafoam and then applied power to the contacts to open and close it. I didn't hear any clicking or any sound that indicated the valve was opening or closing. Am I correct to assume I should have been able to hear something (with the engine off) when it opens and closes?

I'm thinking I'm going to get a junk yard IAC valve, as it is my daily driver and I can't afford not to be able to use it while I take the IAC off and see if I can clean it and get it working again.

My other question, I've seen some discussion of adding a inexpensive inline fuel filter to keep oil from the crankcase gases from fouling the IAC Valve.

Can anyone tell me exactly where I would put a fuel filter (on a California emissions car)? On the small air hose going into the large air cleaner hose (specific to Calif.) or on the air hose going directly into the IAC Valve? (or somewhere else...)

Hey man i recently had bad cold start problems and even warm start problems sometimes. I went in and took the throttle body off and took the iac off the throttle body. The iac was pretty much clean (no blockage) because i sprayed deep creep in there the problem was that the deep creep took the factory lube off the valve and made it hard for it to open and close. All i did was take a thin layer of moly grease and carefully put it on top of the valve and opened and closed the valve manually until it was easy to open and close you can add a little more just make sure that the layer is thin and there's no mess i also cleaned the shit out of the throttle body and iac before i did that no problems since knock on wood hahaha. Someones gonna have to get in there if your gonna replace it why not try this first it takes probably an hour at most a little more if your gonna clean the shit out of everything like me
