Put about a quarter cup of baking soda in about a cup of water. Use it to scrub the terminals using an old toothbrush or something like that. It'll foam and fizz up quite a bit, so wear some goggles to protect your eyes. And wear some rubber gloves, too. The baking soda neutralizes and breaks away the corrosion quite well. When you're done, hose it down liberally with a garden hose. You want to wash away all the nasty stuff being cleaned off as it's quite corrosive. Needless to say, do this all outside. Not in your garage, because it'll make a heck of a mess.
