I would guess it's so you can shift with the key not in the ignition (since I don't see anything else around there for that). Don't take my word for it though.
Allows you to move the shifter if it's otherwise not able to move.. such as when the key is not in the ignition (say if it's getting towed and needs to be in neutral or something).. or if a fuse goes bad that somehow makes it so you can't shift unless you pop that cover off and unlock the shifter.
It is a cover for the manual override of the auto transmission. If the shifter is locked for whatever reason, removing this cover and inserting a screwdriver will allow you to override a locked shifter, and change gear.

My plastic cover is missing. Do I just buy the plastic cover?
Meant to say, is it just a piece of plastic that snaps in? I had a 1992 Camry for 10 years and never noticed the button.
Any pics of the piece?
