2001 camry fuggin captured bolt

hello all i got a good one here for ya. 2001 Camry, i spun the captured nut that receives the 17mm inner rear mounting bolt on the lower sub-frame to body brace.
if that got you lost try and picture what i did with me now....
lower rear sub-frame mount passenger side big ol' hockey puck. stamped steel plate located by sub-frame mount bolt on the inside then out to two 17mm bolts that thread into a for lack of right term a "frame horn" with captured nuts. Lost yet? one of these buggers cross threaded and popped free from its captured state. oh joy! after an appropriate amount of cussing and then picking up from the tantrum, i looked inside of the car. under the passenger carpet there is a foam plug in the floor board that looks like if removed will give access to the offending nut. am i dreaming lucky thoughts or am i saved from cutting the nut out then welding up my access window?
if i got ya more lost than not with my supper accurate description please ask and i will try again.
thank you

Pull the plug and see what you can see! I would try that before resorting to cutting.
