Enginee down on high way, All lights on Dash Board
Question
1) I have a 1992 Toyota Camry( 3vzfe-atuo transimission), When I drive around 100 KM/H, then break, reduce speed prepare to turn to 50 (Leave high way), the whole engineer automatically turn off, wheer locked, it is hard to turn). All lights on dash borad(such as battery, engineer, door,air bag). the whole vehicle lost power, after I turn the eginee on, do that again, it always same. it never down ,When I drive in ctiy around 60. What is wrong with it?
2) Could any one can tell me how to reboot ECU on this car. I search the websit, and found "Open the fuse panel cover in the driver's side footwell by pulling down on the fuse panel cover.

Maybe you have a loose wire in the ignition system? You should be able to refresh the ecu by leaving the battery unhooked overnight to make sure there's no residual charge.

15A EFI fuse under the hood.
How about going 35mph and hitting the brakes hard. Does it die then? Maybe the battery terminals or some other wires are loose. Does the battery have hold down bracket to secure it?
Also, Water in the gas. You hit the brakes and water sloshes forward which later stalls the engine. Just a guess. Add some fuel cleaner, it won't hurt anything. Chevron Techron but I'm sure better products exist for water removal.

The Battery is very tight.
This vehicle never down under 35mph when i hit the brakes hard. If the water cause the issue, it should always down on how fast I drive.
Is there any other issue?
One more question, is there othere way to quickly diagnostics speed sensor (such use voltage meter)?

With the limited information you give, I can not give an answer. If the transmission torque converter stays locked during braking, that could kill the engine.
do you have the Check Engine Light on ?
if car is somewhat drivable (with flashers on) get it to closest Autozone and they will read the codes for you for free.
post the codes here. any electrical abnormality (like lack of power on some circuit) usually makes the ECU pop up the code for it.
EDIT:
just realized it's a '92 car ... you need to do some magic to read the codes yourself (the CEL will blink, count the flashes) once you shorten the E1-TE1 terminals (e.g. with a paper clip) in Diagnostics connector under hood, usually on passenger side close to windshield: http://www.troublecodes.net/Toyota/
as mentioned above, you can easily reset the ECu by pulling out the 15A EFI fuse (it's for the whole electronic fuel injection circuit including the fuel pump) for like 2-5 minutes. reinstall it and start the car, ECU will start off clean memory.

After Connect E1-TE1 terminals, the result is: Check Engine Light and O/D are showing ONE Time one seconds, never stop. does it mean show sothing wrong?(I guess, it means engine is good, no error, right?).
