96 Camry Overheating - need help

My neighbor brought me this car and the top tank on the radiator was busted and spraying out coolant. I put in a new radiator today and I can't get it to stop overheating. The cooling fans are not coming on when the temp jumps up but I can jump the relay and get it to come on. When I drive it I have to put the heater on and when I come to a stop I have to put it in neutral and rev the engine up to 2000 rpm and that seems to drop temp a little. I don't hear any burping into the overflow bottle but it does burp out of the radiator if the cap is off. I am wondering if it may need a water pump now.

Any ideas.......

Sounds like a failing water pump.

if you turn heat on MAX (when engine is hot) - does it blow hot air or just warm?
If ECT switch is bad but pump is good then when you turn heater on MAX it should cool down the engine not just "a little": it should bring the temp back to normal.
What is the engine, btw? The pic above is for 5sfe, as far as I can tell.
What is the mileage, is the pump original?

btw, did you test the fan relay?
try to change it with identical relay in your relay box?
