Smile Window washer doesn't work

Just picked up a '94 LE 4cyl. last weekend and discovered the window washer doesn't work. I can hear the motor operating and confirmed the nozzles aren't clogged. I unplugged the tube going into the elbow mounted on the hood and nothing shoots out but I can hear the motor. And yes, the tank is full.

The tank doesn't look too easy to get to. Any tips or hints?

That was a fast response. I'm hoping it's just behind the fender liner but can't really tell from the diagram on page 51.

Got it fixed today. The line was severed about 1 foot after the tank. Removed the inner fender cover, a small lower cover and finally 2 bolts and a nut to remove the tank. Was able to do it without removing the headlight.

The old line was caked with crap causing it to rupture. Hardest part was carefully fishing in the replacement line up by the passenger side hood hinge.
