No, a new timing belt job should often result in an engine that's quieter, smoother, and more powerful than one with an old (and slightly stretched) t-belt.
If on a 5-yr/60K mile schedule, it should at least run quieter primarily because of new bearings (pulleys and pump).
I would suspect an improperly tensioned t-belt first. Then check the crank pulley bolt tension. And yes, I think engines without automatic tensioners stink.
You can rule out the ac/alt and ps belt by removing them and run the engine (not too long however because you'll drain the battery).
