does your car have an immobilizer (I assume so) ?
check Body Electrical manual (go to
www.camrystuff.com) out and try programming your all ignition keys to the ECU (not only key fobs) using the working key as a Master.
I believe your ECU is not recognizing the transponder in ignition keys properly. It might add the current working one as a master automatically (there should be a procedure for that).
To test if it worked, try unlocking the door with a key (no fob) and starting engine and checking how the Security light behaves.
BTW, did the mechanic install new computer or a used one? $825 is quite below the dealer price for new computer and considering he charged you some labor rate too I would say he installed a used one, but then ... used ones can be purchased for like $100-200 and it takes 15 mins to replace them ... just saying...
