2000 Camry LE surgin, hesitating...

This is my parents' 2000 Toyota LE - 4 cyl. When idling after warmup (waiting for light to change), the idle speed will suddenly drop then normalize, drop and then be normal again - several times in a row. It seems to only do that in the "D" or "2" gears but not in "N" or in "P".

Periodically, when pulling from a dead stop, the car will hesitate and then surge again - it feels like a transmission slipping but I don't think it is - think it's just hesitating a bit then surging a bit more to compensate... that's the best I can describe it.

We suspected water in the fuel lines and gave it some treatment in the tank but the problem persists. What are some common things to try next?

From the sounds of your symptoms, my first place to look would be the IAC (idle air control valve). I am thinking your butterfly is either stuck or gunked up with tons of carbon build up from over the past 10 or so years. Here is a link on how to clean out restore your throttle body. Just need some sea foam deep creep and a toothbrush and towel. That's all
