Your ACIS won't switch/operate, so the shorter runners will never activate. So, yes, you will lose power in the higher RPM range.
You can temporarily loop the vacuum connection, so that the shorter runners will activate at cetain times, but once the engine doesn't have enough vacuum to keep the butterfly valve closed, it'll again move to the longer runners. Low engine vacuum occurs at various stages. You can also apply engine vacuum directly to the ACIS valve temporarily to have the shorter runners active all the time, but once again, without the vacuum reservoir, it'll be sketchy.
