electrical issues when ignition off - clock, locks, etc

I have a 99 Camry with the following issue - any ideas on how to solve it would certainly be appreciated?

Since yesterday, when the ignition is off, I lose all power to the car - power locks don't work, clock stops, can't get any lights to turn on, etc. When I turn the key part way, everything functions, and the car starts fine every time. When the car is started, the clock actually picks up where it was the vehicle was last used. Any thoughts?

This started after I tried replacing the dome light. The bulb went on when I inserted the it. I then adjusted the bulb a bit, and without turning off the light, the bulb went out. I was unable to get the bulb back on I pulled some fuses to check them, and I believe all were fine and put back in properly. I have not yet tried an second bulb. Right now the bulb is removed; it was with the bulb removed that I discovered the power locks, etc stopped working unless the key is turned (at least partway - the engine does not need to be on)

Only other electrical problem I know of is that a DC power cord I used a couple times is a little wide - when I pulled it out of the 12V socket, it moved the metal tube out a little. I thought I put it back in the same place, but it no longer received power. (any help on that would be appreciated, too)...

Double check if the Dome Light is not blown. It should be located in fuse box in the engine bay.

As for the cig lighter, the electrical contacts were probably bent outwards so a connection is not being made.
