Handbrake handle cannot hold its position

I got a '99 camry XLE. The handbrake is giving me the following trouble:

When I pull the handbrake handle up, it won't lock itself in the braking position but falls back to the relaxed position. Also, I did not hear the clicking sound when pulling up the handle.

Could someone advise me on this problem? Thanks a lot.

Make sure your button isn't stuck on the hand brake. If your button is working properly, pull the center arm rest off and inspect the locking mechanism
