there is a release inside the drum assembly
there should be a a fair sized hole in the rotor with a small rubber plug on it. remove that plug and spin the hole so that it is exactly at the 6 o'clock position. then take a flat head screwdriver and poke around
the mechanism inside is basically like a gear that you have to spin either up or down to tighten or loosen the pads. use the flathead to spin the gear- you will hear the gears spin and the sound of a spring compressing or decompressing while you do it, so listen carefully to make sure you are spinning it at all
unfortunately, I can't remember to tell you if up or down is to loosen, but once you do it once and see how the assembly works, it will all make sense
