Windshield Wiper Cowl Replacement (Gen4)

I want to replace the windshield/wiper cowl on my 97 Camry LE. The seals on the windshield are badly cracked and I picked up a set in mint condition. It looks like I need to take off the wiper arm then the cowl. Looks simple, but the cowl is held on by a clip I don't want to break. Can someone please tell me how to remove the clip.

Thanks

Remove the two nuts on the wipers, remove wipers

Using a clip remover, remove clips and weatherstrip

pull the cowl out and forward

I don't have a "clip remover". What is it and can I remove the clips without one?
