"TEQ" symbol (to the right of the 82*C) = OEM Toyota part. But it's definitely messed with.

Well the Katakana stamp for Toyota on there, so it is legit, but it definitely looks used.
I'd do as the person above said and get a refund, that is if it was advertised as new.
I'm sure paypal doesn't refund for item discrepencies so you'll have to do it through your bank if you paid by card
Bull. Crap. Get a refund. And honestly, i'd do a 3 way call with Toyota and them if I was feeling risky.

If you Google "kuzeh coating", you'll see that the rusty "coating" is on the Kuzeh thermostat from the factory. So that part alone I believe is legit.
"Per the manufacturer (Kuzeh), the brown surface coating on the valve and cylinder is NOT rust. Instead, this is a special rubber coating that is burned onto the surface in order to help the black rubber seal and bronze cylinder adhere/bond to each other more securely."
As far as the number ground off, maybe that's the only way Toyota allows Kuzeh to sell thermostats in the aftermarket. But that does look like a Kuzeh thermostat.
There is another common brand from Japan used by Hondas, but I couldn't remember which one. This other brand doesn't have that rusty crap on there.
I'll give the seller the benefit of the doubt. But next time get it from the dealer. It's not worth worrying over a few bucks. The thermostat and Toyota Red coolant are some of the very few routine maintenance items I'd insist on OEM. The others are.....ummmm...don't know.

+1, Ditto that. Especially since they don't cost that much to start with.
Last night I stopped off at my local Toyota Dealer and asked if I could have a look at the part that they sold.
On opening the box I was confronted with a part that was identical to the picture in every way - including the reddish-brown stuff on the end, and the scratched-out part numbers.
Turns out that what I had ordered (and thought was an OEM part) was, in fact, an honest-to-god OEM part.
Guess that settles the discussion then.

Purchased this from an online seller recently. It came in a Toyota OEM box, but the numbers on the part seem to be scratched out.
Before I start tearing my way into the car (2000 Camry), I need to know...
1. Is this a genuine Toyota part?
2. Does it appear to be new?

I only buy for my 1998 I4 Toyota Camry OEM parts from https://www.toyotapartsbarn.com/toyota-camry-parts.html, and recently I replaced the thermostat, and it was just like that one. That brown color around the center was the same. Check if it brings a new gasket as well.
