Did I get ripped off?

Hey guys, today I did my thermostat on my 1998 camry 5s-fe

Since my sister bought the wrong thermostat (never relying on her again) i had to go to a local parts store and purchase a thermostat - the guy at the counter charged me $17 for the thermostat and $4 for the O-Ring (AUD) total = $21...

Did I get ripped?

I live by a general rule that if you feel like you were ripped off, then you probably were.

But everyone else says you didn't and I've never purchase the part in question, so they might be telling you the truth.

You are in the ball park if it's an OE style thermostat. If in doubt, check the rockauto.com prices. These are on the more competitive side for US.
