weird noise from steering wheel

I've been getting a weird noise (the wee wooo) noise when I turn the steering wheel and was wondering if that was a possible symptom of have a loose steering wheel nut?

There's a lost puppy hiding under your dash, poor little fellow.

Try putting some silicone lube on the grommet that the steering shaft goes through, although I've never heard them sound like that, might be something else.

I have the same problem in a '99 and it happens only when it's cold out. It sounds like my car is talking almost.

That's what I'm thinking, it just needs a little lube where the shaft goes through.
