There is a recent article where someone used a 2009 VW Golf and tested 0-60 acceleration times, braking distance, handling skidpad measurements, and a few other things. They tested the stock 14 or 15" tires and then went up in wheel diameter to a 19" wheel while keeping the same tire height. Basically, with larger wheels you lose acceleration and fuel economy and get slight gains in braking distance and handling. Plus, the ride quality will suffer with less sidewall to absorb bumps. All depends on what you want out of the car
