If your Air Conditioning button is LIT up (Pushed in), both cooling fans will run. They should turn off when the button is pushed out (Released .. Not lit). If it stays lit, I would say you have a wiring issue.

Check your ground wires on the Fan Main relay.

Pull your AC Fan relay #2 and check pins 3 and 5 for continuity. If theres continuity your fan relay is stuck open

you could also check Fan relay #3 (Pin 2,3) and Fan relay #1 (pin 3,4) and Fan Main Relay (Pin 3,4)

To check for proper ground, you remove each relay and probe the following pins (On the car) and connect them with the body, checking for continuity

Fan Main Relay ---- Pin 2 and 4
Fan Relay #1 ------- N/A
Fan Relay #2 ------- Pin 5
Fan Relay #3 ------- Pin 4
