Experience. I've had slightly larger diameter tires on my car before, and my city MPG dropped from 28 to 25. They also made my car noticeably slower to get up to speed from a stop. However, my Hwy MPG did improve from 36 to almost 40.
When those wore out I found a retailer with 195/70/14, and had those installed. My MPGs went back to 28city, and 36hwy. These were just about worn out in Oct. this year. Again, I had trouble finding the stock size. So, I upgraded to 15" wheels with 195/65/15 tires early Nov. Now, a month later, I still get 28city/36hwy, with a bit better handling due to the shorter side wall.
