P/S Air Control Valve????

On my '93 Camry 5S-FE I have a sever leak in the power steering system. When I fill the resivoir and without starting the vehicle, the fluid will all drain out. It takes about two days.

I'm pretty sure I have a leak in the ACV, whatever that is. I say pretty sure because there's so much oil, dirt and crap on it it's difficult to see for sure. What I do know is that the pump is dry so I do not suspect it and the ACV is caked with dirt and oil which is above and to the side of the pump. My problem besides the $155 price tag from Toyota is...WHAT IS THIS FOR?!?!? I have the factory manual and it says nothing about it. I suspect it's for sensing vehicle load some how?? Either way, do I really need this thing or can I just dump it and just loop or cap the two vacuum lines to it?

3rd Generation ACV increase idle speed while turning.

This valve probably makes car increase idle speed when you turning wheels (parking maneuvers), to avoid engine "choke".

I don't know why, but Toyota didn't mentioned it on "vac routing" sticker (this sticker should be in all generation-3 Camrys, somewhere inside engine room).
