If you look around on other car forums you will find that lots of people remove the hood liner with no problems. I had an N15 Nissan Pulsar (might be an Australian model) without a liner for about 150 000km with no problems. Some people with front wheel cars remove them as part of an effort to remove weight at the front of the car to reduce understeer.
They are usually made of compressed fibre - some even use coconut fibre in an effort to be green. They are more of a barrier than acutal insulation.
