Since you already have the manual transmission, the best way to get power out of a 4 cylinder is going to be a turbo build. Nothing else will really go anything significant. Cold air intake, exhaust, etc... nothing.

Build the motor and turbo it. Just make sure you have the money to maintain the motor. Your going to need to slap down $500-$1500 on a programmable Computer. Your also going to need about 3 hours on a dyno to get a good tune by a speed shop. Theres a lot more crap you need to do, but its been covered many times.
