Your going to need the following tools:
Ratchet
7mm socket
8mm socket
12mm socket
14mm socket
Flat head screw driver
Digital Multimeter
Heres a Diagram of the starter:
First, remove the dust protector and the 12mm nut from the starter assembly.
Next, flip the starter up and remove the three 7mm bolts from the starter assembly. Remove the plunger and spring assembly.
NOTE:
98% of the time, the main problem with the starter not working is the solenoid contacts. It doesn't hurt to check everything else out though!

With the starter still up, remove the two phillips screws from the brush holder and pull it off.
Now your exposing the brush holder. You will need to grab your screw driver and remove all 4 brushes by pushing the spring back and pulling each tab out. If you slide it under the spring and angle it against the metal on the brush holder you can let go of the screw driver and remove them easier.
Once the brush holder is removed, pull the Armature coil out and grab your multimeter.
INSPECT COMMUTATOR FOR OPEN CIRCUIT
Using an ohmmeter, check that there is continuity between the segments of the commutator. If there is no continuity between any segment, replace the armature
INSPECT COMMUTATOR FOR GROUND
Using an ohmmeter, check that there is no continuity between the commutator and armature coil core. If there is continuity, replace the armature.
INSPECT FIELD COIL FOR OPEN CIRCUIT
Using an ohmmeter, check that there is continuity between the lead wire and field coil brush lead. If there is no continuity, replace the field frame.
INSPECT FIELD COIL FOR GROUND
Using an ohmmeter, check that there is no continuity between the field coil end and field frame. If there is continuity, repair or replace the field frame.
INSPECT BRUSH HOLDER INSULATION
Using an ohmmeter, check that there is no continuity between the positive (+).and negative (–) brush holders. If there is continuity, repair or replace the brush holder.
Heres a video of me re-installing the brush holder leads.
Re-install in reverse order. One helpful hint is to install the two brushes that are attached to the Brush holder first, Slide it over top of the communicator and then install the two field coil brush leads. If you install all four before sliding it over the communicator it makes it much harder because you have to compress the field coil brush leads to slide it over... Two is much easier than 4 at one time
