3vz bad timing?

So I got the timing belt on the 3vz for the 3rd time. Crank and cams lined up perfectly this time. Rotated the motor a couple of revs and still looking good. Crank it sounds like timing is still off. Look at TDC on the cams and the crank is at 5 degrees, crank it again and line it up and now the cranks is at 2 degrees, how can the timing change when the belt it tight? Also I had the dizzy set at the #1 cylinder. That's correct right? Wondering if I have a bad hydralic tensioner or something. I can get the car to run by giving it gas but it's missing pretty bad.

Did you replace the tensioner? Sounds like the belt has slipped off. Time to take the timing covers off and investigate.
