Timing belt replaced now she's a dog

A guy I work with has a 2000 Camry 4L. He said his timing belt went and he had it replaced at some shop that only charged him like $275. But now he said it's really slow off the line. But on the highway it's fine. What is or might be the problem?

I just did a timing belt replacement on my wife's '99 camry. I am "live" testimony that these engines will run a tooth off (in either direction, i.e. retarded or advanced). It was my first time to do one of these repairs - had to take the belt off 3 times to get that one tooth lined back up. Thank God these are freewheeling engines!
