1999 camry V6 High start up idle speed and white smoke in winter

hello guys, I apprciate your help with my 2 questions about my 1999 camry xle v6:
1. I just have my B1S1 O2 sensor changed after the check engine lite on. Now it looks fine except the start up idle speed is a little higher than before: now cold start ( temp. outside around 20F, it goes to about 1600 rpm, and I remember it was around 1200-1300 rpm.
so could it be something wrong ?

2. my car seems to have quite some white smoke ( steam) in winter, even after warming up. ( even in fall it sometimes have little bit white smoke( or steam) when the engine is cold or the enviroment is humid. so I do not know if that is normal ? someone told me that is normal steam, since if I put my hand near the pipe, I can feel condensation on the back of my hand--that is water.
someone said it might be burning coolant. I did noticed coolant lose over the year ---basically 1 inch or so in the overflow tank every half year. but there is no white or yellow goo near the engine cap or oil stick cap. I can not say what is exactly the smell of the exhuast gas, maybe a little bit sweety? I am not sure since i never have the experience.
so anyone can tell me whether the whitle smoke ( steam ) is a just condenstation of water or burning coolant?

per 1) it's normal. in fact I can see mine sometimes shooting up to 1,800rpm in severely cold weather on cold start.
it means IAC valve is working correctly once engine speed stabilizes at normal 700+/-50 after warm up.

per 2) don't worry about it. condensation can be caused by rapid temperature increase/decrease as well. it's normal at cold start.
our coolant overflow tanks are not sealed, so over a year some coolant amount can actually evaporate, if loss over year was 1nch I wouldn't worry about it at all.
if in Summer it doesn't blow white smoke all the time from exhaust then it's all fine.
