So i was driving up the huge hill that leads up to my road and I was hearing a sort of scraping/whirring sound and then as I turned onto my road the engine shut off! I tried starting it and it made a loud winding noise whenever i tried it.... I looked under the car and I saw a bit of leaking fluid coming from the black timing belt cover. I think it was water mixed with coolant. I had to have it towed to my mechanic (for the first time ever, towed). He has already replaced the timing belt around 130k or so (i'm at 170k now) along with the water pump and oil seals and all that good stuff. Does this sound like a broken timing belt/water pump to you guys? Also is my mechanic doing a bad job fixing the car because this is the second time in about 1.5 years. Also the car has never broken down on me like this to where i can't even start it are these the symptoms of a broken timing belt?! Any help is appreciated
Sounds like the water pump seized and took out the timing belt. Some garages like to use the cheapest parts they can find. You can order oem complete timing belt kits with water pump, pulleys, oil seals, etc on eBay, just search "camry timing belt kit" for $184.14 shipped.
Did you change the coolant every 2 years or 24K miles? If the job didn't last 6-years/90K miles, I'd say find another shop.
^+1 what he says. also I think it's either time for a new mechanical shop or tell him to stop using crappy parts, it just doesn't add up. don't let him get the OEM parts on his own though, get them yourself (OEM timing kit from ebay or Aisin timing kit from rockauto.com), otherwise he will charge you an arm and leg.

When my aunt told me they take their sienna and jetta to Jiffy Lube, I said never again. But of course it was too late, they already striped the threads on the jetta's oil pan plug and their "fix" did nothing, still leaks.

no worries. just get a new drain plug/bolt from dealer with a set of new washers and get some metric tap set to re-thread it.
not sure what size that bolt thread is, maybe M10?

I think they either bought a new VW,(my uncle's uncle owns Metro VW) or sold that car.
